Developing a good website requires planning. Start by listing your needs, priorities, and budget. What functions are critical to include in your site? Who is your target audience? Who will update the site? What are some websites you like? Why do you like these sites, and in what ways could they be improved? What is the project deadline?

A website plan (more formally known as a Request for Proposals) doesn't have to be wordy, fancy, or technical - it should simply provide a basic outline of the project scope to ensure everyone is on the same page.
